NHFDC Organized one day National Conference for State Channelising Agencies of NHFDC on 29.11.2007 at SCOPE complex, New Delhi. All the State Channelising Agencies were invited for the conference to discuss the issues of implementing NHFDC Schemes.
Honorable Minster of Social Justice & Empowerment Smt. Meira Kumar has inaugurated the Conference and had a discussion with the MDs of the SCAs regarding implementation of NHFDC schemes . During the speech Madam informed that India was amongst the first few countries to sign the United Nations Convention on the Rights of Persons with Disabilities on 30th March 2007 in order to promote, protect and ensure full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities. One of the important features of this Convention is economic empowerment of persons with disabilities. Since NHFDC is special purpose vehicle dedicated to economic empowerment of persons with disabilities, we want this Corporation to take up the challenge in a big way and work out a comprehensive strategy to reach all potential beneficiaries within the next few years.
CMD-NHFDC Shri M. Ravikanth also made Presentation about the Performance of implementation of Schemes of NHFDC by the SCAs. NHFDC is making all efforts to make available the financial assistance to persons with disabilities with least difficulty. The financial assistance is made available through the SCAs, who are the State Corporations/Departments under the State Governments. The performance of NHFDC is entirely dependent on the initiative and pro-active approach of the State Government and the State Channelising Agencies. While ensuring that funds flow to the persons with disabilities uninterruptedly, the NHFDC has to continuously pursue with the State Government for the Block Government Guarantee, timely utilization of fund, repayment of loan etc. Sometimes, these work as bottleneck in the funding.
Speaking on the occasion, the Secretary, Ministry of Social Justice & empowerment Smt. Veena Chhotray said that SCAs are not only financial agencies which extend monitory assistance but they are also promotional
agencies and therefore are expected to actively reach the potential beneficiaries in their respective areas.
The Forum concluded with the discussion session with the Officials of SCAs about the issues in the implementation of the NHFDC program in the states with positive approach to devise ways and means to reach out to larger number of PWDs.
