Scheme for Rehabilitation of Manual Scavengers (SRMS)

 
The SRMS is implemented at National level through the NSKFDC and in Delhi through the SCA of NHFDC in Delhi (Delhi SC/ST/OBC Minorities Handicapped Financial & Development Corporation (DSFDC)) and NHFDC is appointed as the nodal agency for implementing in Delhi.
 
1085 Manual Scavengers have been identified by DSFDC (as per the Survey report submitted by Department of Social Work, Delhi University on August 2007) for training and self employment scheme for rehabilitation.
 
Ministry has approved the training proposal on 13th March, 2008 with an outlay of Rs.625.16 lakhs. The details are

Status of implementation of SRMS in Delhi

 

 

 

Progress in training: Training of 100 manual scavengers under progress

-      First batch of training of 39 Manual Scavenger commenced on 26.03.2008 by ATDC at Loni (Ghaziabad), which is going on.

 

-      2nd batch of training of 30 Manual Scavenger commenced on 2.7.2008 by ATDC at Sanskar Bhawan, Dilshad Garden, Delhi in Garment Manufacturing for 4 month duration.

        The training course at ATDC has been inaugurated by the Minster of Social              Justice  & Empowerment Smt. Meira Kumar & Chief Minister of Delhi Smt. Sheila Dikshit

            -       3rd batch of training of 21 Manual Scavenger in Beautician commenced on       2.7.2008 by NSIC at Sanskar Bhawan, Dilshad Garden, Delhi for 3 month duration and

-      4th batch of training of 10 identified manual scavengers in Electrician trade through NSIC has commenced on 2-7-2008.

 

Financial Assistance for Self Employment:

    

     To facilitate rehabilitation by financial assistance for self employment, it is recommended to DSFDC to provide the loan for Manual Scavengers.

     Financial assistance may be provided both Micro financing (Rs.25,000/-) and terms loan (Upto Rs.5 lakhs) at concessional rates of interest. Where the rate of interest chargeable by the banks on loans is higher than the rates prescribed in the scheme, interest subsidy to the extent of the difference will be given to the banks. Credit linked capital subsidy will be provided to beneficiaries in a scaled manner.

 

Progress in financial Assistance in the form of loan:

With the personal intervention of CMD- NHFDC, the lead bank-SBI and other Public Sector Banks in Delhi have come forward to sanction the loan in a time bound manner to eligible manual scavengers

420 applications sent to bank by DSFDC for  sanction of loan to start the desired activities by manual Scavengers. 50 loan applications already sanctioned by banks.

 

Rs. 30.00 lakh has been released as advance towards capital subsidy component to DSFDC on 24.07.2008 in anticipation for release of funds by banks to the manual scavengers.
